Background and Discussion:

Commissioners Court approved the Harris County Vision Zero Action Plan on September 13, 2022. The Harris County Vision Zero Action Plan has identified corridors and intersections on the High Injury Network to prioritize safety improvement projects. As part of Commissioner Adrian Garcia’s Revive2Thrive initiative, Precinct 2 wants to conduct a corridor study on Spencer Highway from IH 45 to SH 146 (13.6 miles).

Expected Impact:

The Spencer Highway corridor study will include extensive public engagement; in depth safety analysis; and concept development of an inclusive, resilient, and safe corridor. The study will provide engineering solutions for improving safety along the corridor and at intersections for all roadway users, including bicyclists and pedestrians, who are the most vulnerable roadway users. The study will also provide preliminary cost estimates for implementing the preferred corridor concept.

Alternative Options:

Roadway improvements on Spencer Highway will be conducted without a concept developed through community engagement and safety analysis.
