Background and Discussion:
Based on the 2009 Market Valuation Waiver Agreement (MVWA) between TxDOT and the seven counties traversed by the Grand Parkway Project as well as the GPTC Frontage Road Policy, TxDOT or the GPTC will only be able to implement additional frontage roads once the minimum project scope is completed as identified in the MVWA. Any modification to the MVWA requires agreement by TxDOT and all seven counties. Additional frontage roads are able to be implemented by others as long as the additional scope does not negatively impact revenues derived from Grand Parkway.
September 28, 2022 Commissioners Court approved the execution of the Interlocal Agreement (ILA) with Texas Department of Transportation (TxDOT) and the Grand Parkway Transportation Corporation (GPTC). The executed ILA with TxDOT and GPTC establish roles and responsibilities for the design, construction and maintenance of the frontage roads. Per the terms of the ILA, HCTRA will design and construct the extension of the frontage roads, and TxDOT will review and approve design plans, as well as maintain the constructed frontage roads.
When complete, the new frontage roads will provide direct access from Schiel Road to the Grand Parkway and US 290, eliminating heavy truck traffic from Schiel Road businesses from driving through the adjacent neighborhood, normally on a street with an elementary school. This project will improve the safety of the neighborhood. In addition, the completed frontage road will connect with Harris County’s improvements of Schiel Road intersection, which replaces the existing 2-lane asphalt road with a 4-lane concrete boulevard. TxDOT will maintain this section of the roadway when the project has been completed.
Expected Impact:
Project will allow businesses along Schiel direct access to Grand Parkway, removing the need to travel through adjacent neighborhoods.
