Background and Discussion:

In November 2023, the Government AI (GovAI) Coalition was established to give local, state, and regional governments a voice in shaping the future of AI and ensuring that AI development is geared toward the benefit of society. The Coalition is committed to using AI for social good, ensuring responsible AI governance, promoting vendor accountability, improving government services, and fostering cross-agency collaboration. The Coalition links local government and global AI actors from industry, universities, and civil society. The Coalition intends to empower responsible uses of AI and build guardrails for public sector technology.      The GovAI Coalition is composed of over 600 public servants from over 250 local, county, and state governments including the following Texas governmental entities: • Austin • Arlington • Bexar County Information Technology • Coppell •  Dallas • Garland • Hutto • San Antonio • City of Sugarland • Travis County  The GovAI Coalition is committed to: 1. Using AI for social good, 2. Ensuring ethical, non-discriminatory, and responsible AI governance, 3. Promoting vendor accountability, 4. Improving government services, and 5. Fostering cross-agency collaboration and knowledge sharing. The request is for Harris County to join the GovAI Coalition and its commitment to responsible AI. This gives the County rights to vote on Coalition leadership, be publicly listed as part of the Coalition, participate in Coalition committees, and enter leadership roles within the Coalition.  Harris County retains complete authority to adopt or not adopt policies, procedures, or any other outputs of the Coalition. The Agency will credit the Coalition for any Coalition outputs that the Agency uses as a foundation for their own policies, procedures, or other AI practices.

Expected Impact:

The expected impact is the ability of Harris County to lever the Coalition thought leadership and resources to adopt AI technology in the County.

Alternative Options:

Use county funds for consulting services for policy development and implementation of responsible AI use and provide similar services as the  GovAI Coalition.
