Background and Discussion:
On February 9, 2021, Harris County Commissioners Court approved the Housing and Community Development’s submission of the Program Year (PY) 2021 Annual Action Plan (AAP) to the U.S. Department of Housing and Urban Development (HUD) based upon the FY2020 HUD entitlement allocations of $19,808,337. On February 25, 2021, Harris County received a funding allocation letter from HUD in the amount of $20,075,894 for the Fiscal Year (FY) 2021 to be used for HCHCD’s Program Year (PY) March 1, 2021 to February 28, 2022 (PY2021) Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). Later, on April 28, 2021, Harris County received a HOME Investment Partnerships Program-American Rescue Plan (HOME-ARP) funding allocation letter from HUD in the amount of $16,747,366.
Commissioners Court approved the execution of the HUD CDBG, ESG and HOME Entitlement grant agreements on September 14, 2021. Then on September 28, 2021, Commissioners Court approved the execution of the HOME-ARP grant agreement.
On April 30, 2025, Harris County received notification from HUD that there was an error in the HOME-ARP calculation that affected the award amount for Harris County and new grant agreement as a result of the new award amount. The new HOME-ARP award amount is increased from $16,747,366 to $16,772,56.
Expected Impact:
Approval to execute the grant agreement for HOME-ARP will provide $16,747,366 to Harris County for the inclusion of funds into the PY2021 Annual Action Plan to assist low-to moderate income individuals and communities in Harris County.
