Background and Discussion:
On March 14, 2023, Commissioner’s Court directed both the Harris County Engineering Department and the Harris County Toll Road Authority to update the Harris County Truck Route Study to determine the future freight needs of the county and identify investment opportunities that will ensure the safe and efficient movement of goods/services in the region while improving the quality of life for Harris County residents. The study should also determine possible alignments with the Texas Delivers 2050 Freight Plan.
On April 23, 2024, Commissioner’s Court approved the execution of an agreement with HDR Engineering, Inc., to provide professional engineering services for the update to the Harris County Truck Route Study/Freight Corridors Plan.
The Study began in May of 2024 and makes recommendations for freight-related projects along Harris County roadways, including planning-level cost estimates. The Study also recommends potential policy updates that would support future movement of goods and services in the region. The Steering Committee, including members from the Office of the County Engineer, all Harris County Precincts, and the Harris County Judge’s Office, were involved in the creation of the Study. Additionally, the Study takes into consideration the previous freight planning efforts of not only Texas Delivers 2050 Freight Plan, but also the previous Harris County Truck Route Study, the TxDOT Houston Freight Mobility Plan, the TxDOT Houston Regional Express Access Lanes Plan, the H-GAC Regional Goods Movement Plan, the City of Houston Truck Route Plan, the Texas State Rail Plan, the Houston-Beaumont Region Freight Rail Study, and the H-GAC Ports Area Mobility Study.
Recommendations from the study and pertinent data would be transferred to the Harris County Office of the County Engineer to be incorporated into the ongoing Harris County Transportation Master Plan.
