Background and Discussion:

Hutcheson Park is located in the 100-year floodplain of the Hunting Bayou watershed along HCFCD channel

H100-00-00. The existing restroom building at Hutcheson Park is a prefabricated wood-framed 2-user facility

constructed in or about 1994 and is in poor condition. Proposed improvements include a new floodproofed 4-user restroom building constructed from concrete masonry unit (CMU) block with a new foundation and

related utility and detention improvements. Change Order includes:

1)                     Add rebar to pilot channel where not shown on plans.  Rebar installed per response to RFI-007.

2)                     Add scope for interior ceilings, paints.  Add soffit and paint on exterior and added sod on outside of building.  Deducted value for changing roofing material.

Expected Impact:

The park includes a playground, fitness center, loop trail, and tennis court, which are regularly utilized by

residents. This project seeks to provide residents and patrons with adequate, accessible, and aesthetically

appealing restrooms to utilize while visiting the park. Located at the I-610 and Lockwood Drive intersection,

the new building is expected to improve both the visual appeal of the park and the user experience.

Alternative Options:

The Commissioner court could postpone the change order, which would postpone the completion of the project,

effecting substantial completion date.
