Background and Discussion:

The ARPA Food and Nutrition Portfolio funds transformative programs aimed at addressing food insecurity and strengthening the food and nutrition infrastructure in Harris County, enabling and increasing partnerships across entities and enhancing produce availability and presence in food deserts. Specifically, Urban Harvest, Inc. offered Double Up enrollment to maximize SNAP benefits at mobile markets. The decision to terminate Urban Harvest’s ARPA contract with Public Health Services was made in response to the recently approved $1.5M de-obligation from ARPA Food & Nutrition portfolio funding.

Expected Impact:

Reduction in food security programming and SNAP benefit coverage for Harris County to fulfill the $1.5M de-obligation from ARPA Food & Nutrition portfolio funding.
