Project Description:
This project is to acquire the furniture, fixtures, and equipment for the Harris County Public Library Branch at Memorial Assistance Ministries campus located at 1625 Blalock Road, Houston, TX 77080. The branch will include a technology lab, a library space, and an innovation lab to provide and increase access to library resources and materials.

Justification & Alternatives:
Building a Harris County Public Library at Memorial Assistance Ministries would expand access to books, technology, literacy support, job-search resources, and community programs for the families MAM already serves.
Alternative: HCPL will not be able to offer expanded access to library materials and resources to the community by MAM.

CP Series Description: Commercial Paper Series D can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).
Commercial Paper is being requested for the HCPL at Memorial Assistance Ministries project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources.
Note: Commercial Paper is issued in increments of $5,000 and the excess is not available to be spent by the department.
