Request Summary (Agenda Caption):

title

Request by Public Health Services for approval of five (5) grant funded positions effective May 16, 2026, for the FY23 Public Health Infrastructure Grant.

end

Background and Discussion:

This request supports the creation of five positions to strengthen operational and programmatic capacity at Harris County Public Health. Four positions within the Office of Technology Services (OTS) convert temporary roles to full-time positions to maintain critical logistical, fleet, and facility support for daily operations, agency events, and emergency response readiness while reducing reliance on general fund expenditures. Additionally, one position within the Office of Planning and Innovation (OPI) will provide governance and performance oversight for the Public Health Infrastructure Grant (PHIG), coordinating grant activities, monitoring implementation progress, and working with internal and external stakeholders to address barriers and support successful execution.

These five positions will be funded through the PHIG A1 Award.

Expected Impact:

The four positions within OTS will increase staffing capacity and will enable the agency to convert long-term temporary personnel to full-time employees, providing greater workforce stability and continuity of operations. These positions will strengthen logistical and operational support across the agency.

While the fifth position, within OPI, will support the continuity and successful implementation of Harris County Public Health’s Public Health Infrastructure Grant (PHIG) by maintaining visibility into grant progress and facilitating effective coordination between the Centers for Disease Control and Prevention (CDC) and internal stakeholders.
