Background and Discussion:

On June 25, 2025, International Office of the American Federation of State, County and Municipal Employees (AFSCME) notified AFSCME Local 1550 of its decision to establish the AFSCME Harris County Organizing Committee 832 (AFSCME OC 832), effective September 2, 2025.

Pursuant to Article IX, Section 27 of the AFSCME International Constitution, the International Executive Board approved the reassignment of jurisdiction for certain Harris County public employees from AFSCME Local 1550 to AFSCME OC 832. The reassignment excludes employees within the Harris County Hospital District, the City of Pasadena, the Houston Independent School District, AFSCME Local 123, and AFSCME Council 907.

This action reflects the federation’s objective to increase opportunity for anticipated organizing activity, including the deployment of dedicated organizers and operational support directed toward Harris County employees.

Expected Impact:

According to Local Government Code §155.001 and Harris County Auditor Procedure L.2-6, public funds may

not be used to pay the administrative costs of making a deduction; therefore, there is no financial impact to

the County since associated administrative costs will be paid by AFSCME 832.
