Background and Discussion:

Harris County Precinct 4 seeks to enter into a Memorandum of Understanding with Friends of the Children Houston, a nonprofit organization dedicated to disrupting cycles of poverty and trauma through long-term, professional mentorship. Under this partnership, Friends of the Children Houston will utilize space at designated Precinct 4 community centers to provide consistent mentoring and family engagement activities for children and families facing significant challenges, including those involved with the child welfare and foster care systems.

The MOU establishes responsibilities for both parties to ensure the effective delivery of programming at no cost to the County. The agreement is for one (1) year, with up to five (5) annual one-year renewals.

Expected Impact:

This collaboration expands access to trauma-informed, evidence-based mentoring services for youth and families across Precinct 4. By leveraging Friends of the Children Houston’s long-term mentorship model-providing stable support from kindergarten through high school-participants will benefit from improved academic, social, and emotional outcomes. This partnership enhances community center programming, strengthens connections to critical resources, and supports equitable access to wraparound services without creating additional fiscal impact for the County.

Alternative Options:

Not approving this agreement would mean that these youth programs would not be available to our underserved communities.

County Strategic Plan Goal:  4. Improve physical and mental health outcomes across all communities.
