Project Description:
The Harris County Precinct 2, Public Works-Road & Bridge division is currently engaged in procuring funding for the acquisition of a new compact track loader. This versatile piece of equipment is essential for a wide range of applications, including but not limited to demolition, general construction, site work, and storm cleanup. One of the key advantages of compact track loaders is their ability to operate on sensitive surfaces without causing damage. They distribute weight evenly across the tracks, reducing the risk of soil compaction, erosion, or turf damage. Additionally, they offer improved operator comfort and safety, with ergonomic controls, spacious cabs, and excellent visibility. The division recognizes the importance of durability and reliability when it comes to such equipment. Acquiring the new compact track loader is paramount to meeting the maintenance and operational needs of the division.
Project Scope:
The projected total cost for the acquisition of this equipment amounts to $88,291. A compact track loader is a versatile, powerful, and durable piece of equipment that can operate on challenging terrains and complete tasks that traditional wheeled loaders cannot. Compact track loaders have a small turning radius, high lifting capacities, and strong breakout forces, making them efficient in completing tasks quickly and safely. Additionally, they offer improved operator comfort and safety and reduce environmental impact, making them a valuable addition to any operation. Their utilization will be pivotal in supporting diverse infrastructure-related projects.
Justification:
In line with our mission to revitalize Precinct 2 through investments in infrastructure and economic opportunity (Revive2Thrive), we envision making this Precinct the optimal place to live, work, and play for all. We recognize the importance of investing in infrastructure and economic opportunities. Our Revive2Thrive mission is centered around this vision, and we are taking strategic steps to achieve it. One such step is the acquisition of this piece of equipment that will help us accomplish a wide range of tasks, especially in Road & Bridge maintenance. The compact track loader will be a versatile asset that will play a vital role in our initiative. It aligns perfectly with our commitment to empowering our community through local programs and investments. The benefits of procuring new equipment are pivotal in helping us achieve our goals, which directly impact the much-needed improvements in our communities. Investing in new and dependable equipment will not only address multiple issues but also create opportunities for operational expansion and a quicker response to the needs of our constituents.
Moreover, we believe that by taking this step, we can make a significant difference in our mission to revitalize Precinct 2 and create a better future for our community. Our organization prioritizes the well-being of our precinct constituents, firmly believing that the purchase of new equipment is not merely an upgrade but a valuable investment in efficiency, reliability, sustainability, and the betterment of our community.
This new equipment will allow us to be responsive to the needs of our constituency and provide requested services such as those noted in the table below.

Alternatives and Engagement:
When considering our equipment needs, we have several options to evaluate. One possibility is to rent the necessary equipment from a third-party vendor or engage a vendor to handle the work with their equipment and operator. However, we maintain that acquiring new equipment represents the superior course of action. Outsourcing or renting may lead to increased expenditure and operational costs for our department. Additionally, failure to acquire the new equipment could result in delayed response times for our constituents, leading to backlogs of service requests.

On December 5, 2023, Commissioners Court authorized $1,181,000 for and allocated $1,185,000 in budget to the GRADALL Telescopic Boom Excavators project. This project came in under budget, and Precinct 2 is asking for $19,290.68 in unused authorization and $23,290.68 in unused budget to be re-allocated to the purchase of the compact track loader. This re-allocation will allow Precinct 2 to make full use of its annual $2.5M allocation of non-voted debt for equipment and vehicles.
