Background and Discussion:

Since February 2025, the Office of County Administration (OCA), the Auditor’s Office, and Harris County Universal Services have collaborated on the Prompt Pay Project. This initiative is designed to strengthen compliance with statutory prompt payment requirements and improve overall efficiency in the County’s Procure-to-Pay process. The initiative focuses on three primary objectives:

•                     Automating Interest Application: Ensuring interest is applied automatically to eligible late invoices in accordance with applicable regulations.

•                     Training and Communication: Providing County staff with clear guidance and resources on prompt payment requirements through a Harris County Prompt Payment Policy, training materials and communications outreach.

•                     Data and Performance Monitoring: Establishing dashboards and analytics to identify processing delays, address bottlenecks, and drive county-wide process improvements.

Since its inception, the project team has provided regular updates to Commissioners Court through regular Procure-to-Pay transmittals. This discussion item reflects our continued commitment to transparency and quality by keeping Commissioners Court informed throughout the project’s lifecycle.
