Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the U.S. Department of Transportation via the Houston-Galveston Area Council for grant funds in the amount of $71,830,000, with a local match of $25,408,000, for the FY-2023 H-GAC Carryover Spend Down Projects for Precinct 3 Roadway Repairs and Maintenance Projects.
end
Background and Discussion:
Due to delays of transportation projects programmed in the H-GAC’s Transportation Improvement Program (TIP), the H-GAC has significant carryover balances that need to be addressed to prevent the potential loss of federal funds allocated to the region. While there is no immediate risk of federal funds expiring until 2025, most of the carryover involves Congestion Mitigation Air Quality (CMAQ) funds (Category 5) and Surface Transportation Block Grant (STBG) program funds (Category 7).
In January 2023, the Transportation Policy Council (TPC) approved its Project Selection Process, which included a commitment for Metropolitan Planning Organization (MPO) staff to evaluate proposed projects for their readiness to be let by August 2026. This was done to mitigate the risk of federal funds lapsing. The process involved screening projects for readiness and alignment with the TPC’s goals and priorities. MPO staff requested local governments to submit projects to meet readiness criteria and alignment with TPC’s goals.
The proposed application includes nine roadway resurfacing projects are for a total project cost of $97,238,000 including $71,830,000 federal funds, $17,820,000 of local match, and additional $7,588,000 of local contribution from Precinct 3.
Expected Impact:
The submission of the roadway repair and maintenance projects, through the FY-2023 H-GAC Carryover Spend Down grant funding opportunity, will allow Harris County to address congestion, accessibility, connectivity, capacity, and safety challenges and will support the area’s ongoing growth and development.
Alternative Options:
To not apply for the FY-2023 H-GAC Carryover Spend Down grant funding opportunity, the project may have to be implemented using full local funding.
