Background and Discussion:
On April 26, 2022, Commissioners Court approved the Harris County Housing and Community Development’s (HCD) HOME-ARP Allocation Plan for submission to the U.S. Department of Housing and Urban Development (HUD) as a substantial amendment to the Program Year 2021 Annual Action Plan to permit the disbursement of $16,747,366 in HOME-ARP projects. HOME-ARP funds provide homeless assistance and supportive services to qualifying populations requiring services or housing to prevent homelessness and to those at greatest risk of housing instability.
On August 27, 2024, Commissioners Court approved the HOME-ARP Allocation Plan substantial amendment for the PY2021 Annual Action Plan to remove the expansion of permanent supportive housing, capacity building and operating expenses project categories and replace tenant-based rental assistance and supportive services project categories.
On June 12, 2025, Commissioners Court approved the execution of a HOME ARP Grant Agreement Amendment with HUD that corrected the amount of HOME ARP funds from $16,747,366 to $16,772,561.
The Master Agreement will allow SEARCH to utilize $2,301,022.00 in PY2021 HOME-ARP funds to provide Tenant-Based Rental Assistance to households who have previously been qualified as “homeless” as defined in 24 CFR 91.5, and are currently housed due to temporary or emergency assistance, including financial assistance, services, temporary rental assistance or some type of other assistance to allow the household to be housed and who need additional housing assistance or supportive services to avoid a return to homelessness, which is one of the Qualifying Populations eligible to receive assistance or services funded through HOME-ARP.
