Background and Discussion:
Harris County Sheriff’s Office, in collaboration with Harris Health, seeks to establish Harris County Jail Correctional Health as the gold standard in the delivery of medical services to inmate patients. Both partners continuously strive to implement processes in furtherance of this goal.
Pursuant to the Interlocal Agreement (ILA) entered by Harris County and Harris Health, and approved by Commissioners Court in February 2025, the Harris County Sheriff’s Office (HCSO) respectfully seeks court approval for the Medical Escort Pilot Program referenced in the ILA.
The Medical Escort Pilot Program, with an anticipated trial period not to exceed twelve (12) months, is limited to the delivery of medical services by Harris Health, medical provider, at the 1200 Baker Street jail clinic. With success of the Medical Escort Pilot Program after the initial 12-month trial period, it is anticipated the program will be expanded to all four HCSO downtown jail facilities.
Furthermore, it is projected that the Medical Escort Pilot Program will require twenty-three positions (3 more than the 20 indicated in the ILA) for an effective launch. Therefore, HCSO respectfully requests the creation of 23 PCN’s which will be dedicated exclusively to transporting inmate patients on-site at the 1200 clinic.
Expected Impact:
The Medical Escort Pilot Program will streamline the internal transport of inmate patients by security personnel to clinic appointments to assist the Medical Provider in the delivery of medical services.

Because this program addresses operational imperatives there are no alternative options at this time.
