Background and Discussion:

The Atascocita Complex houses the Sheriff’s Office Academy, the Fire Marshal facilities, Precinct 3 facilities, Community Supervision & Corrections facilities, and the Pam Lychner State Jail. Water is currently being provided to all users, including multiple critical facilities, by aging water wells and a water plant. Harris County needs to reduce its dependence on groundwater at the Atascocita Complex per the 2004 Ground Water Reduction Plan agreement between the City of Houston and Harris County.  The scope of work for the water system improvements includes construction of a tap into the City of Houston 16-inch water transmission line, a water meter, a backflow preventer, piping, new ground storage tanks, new booster pumps, new and chlorination system.

Expected Impact:

Approval of this Professional Services contract will provide a Technical Consultant for the design of a new tap into the City of Houston water transmission line and associated water treatment plant and will ensure adequate water supply and pressure for the existing facilities currently on campus.  The water facilities will also provide sufficient water infrastructure to support upcoming planned facilities, including the Fire Marshal Burn Building and Training Center, the Sheriff’s office Training Academy Expansion, Active Attack, and Precision Driving Facilities.

Alternative Options:

Alternative options would be to leave the well systems as they are, however, if the existing water system fails and the water supply is interrupted, the state jail and multiple Harris County facilities would be without water service, which would generate violations and cause health and safety issues. In addition, continued reliance on the well systems would not meet groundwater reduction requirements.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
