Background and Discussion:
In 2022, Harris County entered into a Tri-Party agreement with the City of Houston and the Buffalo Bayou Partnership for the development, construction, and maintenance of the Buffalo Bayou East Project. The Lockwood Drive project, a cost-sharing collaboration between Harris County, the City of Houston, and the Buffalo Bayou Partnership, aims to enhance vehicle and pedestrian mobility while supporting the ongoing residential and recreational developments along Buffalo Bayou. This regional master plan will increase safety and accessibility through the construction of new roads, sidewalks, traffic signals, parking facilities, and trail connections, benefiting the community and boosting future growth. The City of Houston will pay an estimated City Funding Amount of $353,230.00 for site preparation, earthwork, paving, traffic control, and street lighting, and will grant a Temporary Construction Easement on City Rights-of-Way. Upon project completion, a reciprocal land exchange will occur where Harris County transfers Parcel 4 to the City and the City transfers Parcel 3 to the County in compliance with Chapter 272 of the Texas Local Government Code.
Expected Impact:
The project is expected to improve traffic flow and reduce congestion by adding new road connections and a signalized intersection. It will enhance pedestrian safety and mobility with the addition of sidewalks, trails, and lighting. The new parking area under the Lockwood Bridge will provide convenient parking and better utilize existing space. Furthermore, the installation of a stormwater system will improve drainage and mitigate flood risks. Overall, the project will create a safer, more accessible, and better-connected environment for residents and visitors. Upon completion of construction, the City of Houston will assume full responsibility for the operation, maintenance, and repair of the completed infrastructure, including Marron Park Way, Maplewood St., and the Lockwood intersection, ensuring Harris County will not be responsible for any future maintenance of the Real Estate.
