Background and Discussion:

On March 22, 2022, Commissioners Court provided preliminary approval of contract awards in an amount not to exceed $10 million dollars in total and subject to final approval from Commissioners court upon the development of scopes of services with the following venders: American Institutes for Research in the Behavioral Sciences; Berkeley Research Group, LLC; Civis Analytics, Inc.; Elite Research, LLC; Ernst & Young, LLP; Guidehouse Inc.; January Advisors; KPMG LLP; Luminosity, Inc.; PFM Group Consulting LLC; Protiviti, Inc.; Raftelis Financial Consultants, Inc.; Rite Software Solutions & Services LLC; RSM US LLP; William Marsh Rice University; and The Boston Consulting Group, Inc. The scope of services is for applied research and data analysis, strategic planning and management strategies, and other services for Harris County as needed for the period of March 22, 2022 - March 31, 2023, with four one -year renewal options. The County reserves the right to negotiate with other offerors if unable to agree to executable contracts. Job No. 210317 resulted in a vendor pool multi- award resulting from the Request for Proposals (RFP) process; subsequently, subprojects have successfully resulted from the project award, and all have been presented and approved by Court. This contract renewal is the fourth and final renewal permitted by the initial contract award terms.

Expected Impact:

Renewal of this slate of qualified firms, who can provide consulting services on an as-needed basis, will continue to streamline project processes and shorten project delivery timelines. There is no fiscal impact for this item at this time as the firms will continue to be engaged and paid only after being selected for specific projects in the future.

Alternative Options:

Court could choose to discontinue use of the consulting vendor pool, resulting in a reduction of available procurement tools and could lead to project delays due to timelines imposed by individual RFPs.
