Transmittal by the Flood Control District of a certificate of substantial completion with Times Construction, Inc, for the Inverness Forest Levee Modifications (Cypress Creek Watershed, Bond ID Z-04, Project K600-01-00-X016, Job No. 24/0157, Precinct 1).

Background and Discussion:

The Inverness Forest Levee is in the Cypress Creek Watershed and is owned by the Flood Control District. The purpose of this transmittal is to submit the Certificate of Substantial Completion, confirming that the Contractor has fulfilled the scope of work and resolved all punch list items to the satisfaction of the Flood Control District.  This levee protects the neighborhood to the south from flooding related to Cypress Creek. This project addressed water intrusion and flow through the levee and eliminates pump station backflows that occur during significant floods. These modifications allow for recertification and subsequent acceptance by FEMA which is ongoing. As a flood protection levee, it must be certified by an Engineer as meeting current standards for flood protection. Periodic recertification of the levee is a requirement of FEMA.

Expected Impact:

Substantial Completion signifies that a flood control project is largely finished, allowing the Flood Control District to begin using the infrastructure to realize intended flood risk reduction benefits while the Contractor completes any applicable minor outstanding details. This project is completed and the report submitted to FEMA.

 Alternative Options:

There is no viable alternative to accepting substantial completion when a Contractor successfully completes

the work scope of a contract.
