Background and Discussion:

The U.S. Economic Development Administration (EDA) released the NOFO for the FY25 Disaster Supplemental Grant Program. The program seeks to meet the needs and goals of disaster-impacted communities as “funding pathways.” EDA intends to make available approximately $50 million in funds associated with the Industry Transformation Path.

Expected Impact:

The EDA grant application seeks to support a four-year, four-component workforce and contractor development initiative that strengthens Harris County’s construction and disaster response capacity. The Harris County Disaster Response Workforce Industry Transformation Program will train and certify more than 500 contractors, prepare 1,400+ firms for deployment through the Disaster Response General Contractor network, and create expanded workforce pathways that equip thousands of students and apprentices with industry credentials and specialized disaster resiliency skills. Through curriculum development, training facilities, and integrated credentials, these partnerships will build a sustainable talent pipeline and scalable model that ensures the region has the skilled workforce needed for rapid recovery, housing repair, and long-term economic resilience.
