Background and Discussion:

The FY24 Second Chance Act Improving Reentry Education and Employment Outcomes (SCA) Grant Program supports fair chance opportunities to improve education and employment outcomes for incarcerated individuals who will be released into the community within two years. Similarly, Harris County Public Health's ACCESS Harris Re-entry Cohort focuses on individuals reentering the community following incarceration, providing wraparound services to address the mental and behavioral health issues that can hinder successful re-entry. HCPH is requesting the court’s permission to apply for the grant to expand employment-based services offered to clients in to Re-entry Cohort.

Expected Impact:

Expansion of the ACCESS Harris Reentry Cohorts employment focused services will Increase access to in-demand jobs and meaningful careers for justice-impacted people upon and following their release from incarceration. Additional incarcerated individuals will receive educational services to improve their job readiness skills (interviewing, resume writing, etc.) improving reentry outcomes and reducing recidivism across the county. The Reentry Cohort expansion will include hiring a Specialist III: ACCESS Liasion responsible for providing ongoing case management services for the cohort.

Alternative Options:

HCPH sees no drawbacks in applying for the Second Chance Act grant program given no required match. The court could not accept this grant application, preventing ACCESS Harris from expanding the employment focused Initiatives and services offered in the reentry cohort.
