title

Request by Public Health Services for approval of an amendment to an agreement with Omar Welfare Association for a contract extension and to reallocate existing funds within the current budget for the period of performance of June 4, 2024 - August 31, 2026, with no increase in the total contract amount for the American Rescue Plan Act Reproductive Healthcare Access Fund project.

Background and Discussion:

Omar Welfare Association is a subrecipient of the Reproductive Healthcare Access Fund (RHAF) project, which aims to increase outreach, education, and direct utilization of reproductive healthcare services. By increasing service capacity, it is the goal of Omar Welfare Association to educate, promote, and connect Harris County community members to reproductive healthcare services within identified target areas.

Expected Impact:

This amendment will adjust budget categories and extend the period of performance in the Federal Award Identification Table to support a contract extension and the reallocation of existing funds within the current approved budget. The overall grant amount will remain unchanged at $427,548, with no increase in total funding. Based on remaining funds and the updated scope of work, all funds are expected to be fully expended and programming completed by the August 31, 2026 funding deadline. The project will continue to establish a comprehensive approach to reproductive outreach and education for clients, community members, and leaders throughout Harris County. The subrecipient’s Outreach and Education plan includes the development and distribution of reproductive health education materials, hosting community-based events, and building partnerships to expand access to services. These activities will focus on increasing education among priority populations and underserved communities.
