Project Description:

These funds are intended to support new construction projects and ongoing lifecycle management projects across Harris County. These funds are required to complete the new construction, renovations, repair, or improvements of HVAC systems in County facilities.

Project Scope:

Heating, Ventilation, Air Conditioning (HVAC), and Replacement Countywide is a Program within Office of County Engineer Improvement Plan for asset/equipment installation, replacement, and major upgrade projects. The detailed scope of work for FY25 is listed in the table below.

There might be changes in the County’s needs that result in minor operational changes for the project throughout the fiscal year, but the overall scope will remain the same, and any additional authorization would go through Commissioners Court approval.

Justification:

The County continues to expand with new construction and make progress on its backlog of HVAC deferred repairs and maintenance. Failure to continue maintaining the County's existing facilities or to address end-of-life conditions across Harris County buildings will result in delays in new construction and renovations and more expensive deferred maintenance, as well as the closure of certain areas, non-code compliance, and most importantly, risks to life/ safety. HVAC systems must operate at a high level of functionality to ensure a comfortable temperature, and air quality, which is critical to building occupancy and functionality. Well-maintained HVAC systems are also important because they are linked to the fire alarm system via smoke alarms within the duct system, dampers that open and close, and building exhaust during a fire or smoke event.

HCED continues to experience the effects of previous years’ inflation regarding materials and labor for HVAC projects.  The addition of Sheriff facility renovations and new projects will require additional funding in the coming fiscal year. The costs of materials and labor is expected to continue to increase in FY2025 as seen in FY2024.

Alternatives and Engagement:

Not funding this program would lead to an even greater backlog of deferred maintenance to perform later and, in some cases, could create hazards to life and safety.  Furthermore, not funding this program would delay many new construction and renovation projects. Delays in new construction start and renovations will have a negative impact on the project timelines and may increase costs due to increased deterioration of infrastructure, potential bid increases, and increases in material and labor costs.
