Background and Discussion:

Harris County Precinct 4 received a temporary United States Army Corps of Engineers (“USACE”) license authorizing construction of four (4) soccer fields and two (2) associated parking areas within the Barker Reservoir footprint at George Bush Park, functioning as a site-specific approval under the existing Memorandum of Understanding (“MOU”) with USACE. The agreement required multiple reviews from the County Attorney’s Office and USACE due to signature authority questions and the need for an executed license before construction could begin. Coordination with USACE’s Addicks Field Office was necessary to meet site-specific conditions and to secure permission to mobilize.

In parallel, in January 2026, Commissioners Court approved a MOU between Harris County and the Sports Authority Foundation to support the FREEKICKS Soccer Program, including repair, renovation, or construction of soccer fields in County parks in connection with the FIFA World Cup 2026. The Court record and internal communications confirm that Precinct 4’s George Bush Park fields are among the program locations.

Expected Impact:

Execution of the USACE license enables Precinct 4 to proceed with construction without delaying the project timeline, providing formal authorization to mobilize and begin work within the federally controlled reservoir area. The project will add four regulation-sized soccer fields and two new parking areas, expanding recreational infrastructure and supporting the broader Grow the Game initiative.
