Background and Discussion:
Hidden Meadow is in Northeast Harris County, Texas, Precinct 1. The subdivision is mainly composed of single-family homes and duplexes. The residents have experienced structural flooding during several recent flood
events. Approximately 199 homes were reported to have flooded during Hurricane Harvey. The purpose of this project is to reduce flooding for homes within the subdivision. The proposed solution includes upgrading storm sewers and adding a detention pond.
The change in contract includes the following:
• An additional 418 calendar days are requested due to unforeseen delays associated with resolving utility conflicts involving AT & T, CenterPoint light Poles, Municipal Utility District well drilling, Encroachment agreement for revised waterline design, Waterline conflict, Phase 1 waterline flushing delay, Municipal Utility District flooding pond, Wet Connect Delay Due to Valve Failure and Purchase Order reflected incorrect contractor company name. These conflicts, which impacted the proposed installation of storm sewer, excavation of detention basin and water line relocations, proved to be significantly more complex than anticipated requiring extended coordination.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Hidden Meadow subdivision.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be compensated for completing the scope of work.
