Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the Texas Department of Transportation (TxDOT) for grant funds in the amount of $4,525,920, with no required match, for the FY 2025 Highway Safety Improvement Program (Greenhouse Road Project, Precinct 4).
end
Background and Discussion:
The Highway Safety Act of 1966 established the Highway Safety Improvement Program (HSIP) to reduce the number and severity of highway-related crashes. The TxDOT administers the HSIP and released an invitation for grant applications for FY 2025. The Office of the County Engineer is submitting a grant application for the Roadway Improvements at Greenhouse Road project requesting federal funding in the amount of $4,525,920 in partnership with Precinct 4.
The project is located on Greenhouse Road from Morton Road to Saums Road in Harris County Precinct 4.
The proposed enhancements along Greenhouse Road, and intersecting streets and roads address the growing number of traffic incidents affecting businesses, residents, and school operations. The Greenhouse Road Improvement Project, located in Precinct 4 includes various upgrades. These include new signage, curbs, ramps, accessible walkways, high-visibility pedestrian crosswalks, sidewalks, safety handrails, and improved lighting with mast arm signals to enhance visibility and safety. The improvements are planned for key intersections along Greenhouse Road, including Morton Road, Spanish Needle Drive, and Saums Road.
Expected Impact:
Applying for funding from the TxDOT for the HSIP will enable Harris County to secure $4,525,920 in federal grant funding. This funding will be used to implement safety improvements for the roadway and street intersection Improvements along Greenhouse Road.
Alternative Options:
If Harris County does not submit an application to TxDOT for funding from the HSIP, the project may have to be implemented using full local funding.
