Background and Discussion:

The scope of work consists of, however, not limited for the rehabilitation of the Asphalt roadways to include 2.5 miles of Main Street (Crosby Lynchburg Road), within Harris County Precinct 3 Area.

Expected Impact

The Office of County Engineer (OCE) seeks approval of the following Proposed Change Orders (PCOs) with their corresponding approved RFIs:

•                     PCO #1 (RFI #8): Temporary work zone striping was required following milling operations to ensure the safety of the traveling public during construction.  As this work was not included in the original contract, the Contractor submitted a proposal that was reviewed, approved, and concurred by the precinct.  OCE seeks to compensate the Contractor accordingly.

•                     PCO #2 (RFI #13): Installation of 8” white solid striping, as required per plan sheets #25 and #26, did not have a corresponding pay item in the contract.  The Contractor submitted a proposal for this work, which was reviewed, approved, and concurred by the precinct.  OCE seeks to compensate the Contractor for this required work performed in accordance with the project plans.

•                     PCO #3 (RFI #11): The Contractor is granted 11 additional contract days due to the following impacts:

o                     Seven days were granted after the 4th of July, Memorial Day and Juneteenth weekends, when night work was suspended for safety concerns.  Milling operations at night were being performed on a heavily traveled roadway where impaired drivers had previously entered the work zone and struck equipment.

o                     Two days added at the Main Street (Crosby-Lynchburg) driveway, where field conditions required increasing the asphalt overlay depth from 2 inches to 3 inches.

o                     Two Days for additional base repair requested at station 8+00 SB on IH-10 and Bridge required and performed after all other base repairs requested was completed and crew demobilized.

An eight-day contract extension to address the Contractor’s documented impacts while assessing seven days of liquidated damages in accordance with the contract terms.  This adjustment is made for the purpose of cooperating with the contractor for the requested documented delays, thus reconciling the project, allowing issuance of final payment and proceeding to close out.
