Background and Discussion:

On August 23, 2022, Commissioners Court approved a Master Agreement between Harris County and The Coalition for the Homeless of Houston/Harris County utilizing $8,703,197.00 in ARPA SLFRF to support the Housing Services and Intermediary/Monitoring Services project.  The project allowed The Coalition for the Homeless of Houston/Harris County to serve as the lead project manager for Phase 2 of the Community-wide COVID Housing Program (CCHP), be the financial intermediary between the County and the sub-awardees responsible for participant enrollments, and providing navigation, case management, ongoing support, and assistance with unit lease-ups for individuals referred through The Way Home CoC’s Coordinated Entry System (CES).

On December 13, 2022, Commissioners Court approved a First Amendment that clarified fund disbursement backup documentation and report deadlines.  No additional funds were added, total project allocation remained $8,703,197.00 in ARPA SLFRF.

On July 15, 2024, Commissioners Court approved a Second Amendment that added $290,772.00, increasing the Limitation of Appropriation to $8,993,969.00 in ARPA SLFRF; extended the project term, added a sub-awardee; and revised the budget.

On December 10, 2024, Commissioners Court approved a Third Amendment that added $805,832.00, increasing the Limitation of Appropriation to $9,799,801.00 in ARPA SLFRF; extended the project term, and revised the Budget.

The Fourth Amendment will extend the term of the project through March 31, 2026, add $68,975.16 increasing the Limitation of Appropriation to $9,868,776.16 in ARPA SLFRF and updates the Federal Award Identification Table, the Scope of Services and the Budget.

Expected Impact:

The project will receive an additional $68,975.16 in ARPA SLFRF funds, from unspent funds from another CCHP project.  This increase brings the total project budget to $9,868,776.16 in ARPA SLFRF funding.
