Project Description - HVAC Systems |
Facilities |
Estimated Amount |
|
This project proposes replacing and upgrading existing HVAC systems across multiple facilities to minimize operational disruptions caused by frequent unit downtime. In addition, the current units use R-410A, which is being phased out; therefore, the project will involve installing modern, energy-efficient systems refrigerants. The primary objectives are to ensure regulatory compliance, reduce environmental impact, improve operational efficiency, and minimize long-term maintenance costs. |

Justification & Alternatives:
The Facilities serve as a vital hub of community service, supporting our visitors and constituents through a wide array of essential programs. Primarily serving the Precinct 2 and Harris County community, these facilities nurture physical, social, and mental well-being by offering daily activities tailored to diverse needs. Services include transportation for outings, complimentary on-site meals, and home-delivered meals for those unable to travel, all designed to enhance quality of life and promote healthy living.
In addition to these core offerings, the Facilities actively advance the mission of Precinct 2, working to make our community the best place to live, work, and play. They provide zero-cost out-of-school-time programs, including summer, spring break, and Thanksgiving Day camps, for school-aged youth. Moreover, some facilities function as central community hubs, hosting local elections, supporting emergency response efforts, distributing food and resources, and more.
Other options include continuing ongoing repairs to the existing HVAC systems and partial roofing repairs. This approach would require the use of temporary HVAC units to maintain building conditions until funding is secured for replacing the outdated systems. Additionally, temporary water-damage mitigation would be necessary to address leaks resulting from damaged roof infrastructure. While these interim solutions may keep the facilities operational in the short term, they do not resolve the underlying issues, and continued temporary repairs may lead to higher long-term costs and further operational disruptions.
