Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the U.S. Department of Transportation for grant funds in the amount of $400,000, with a required match of $100,000, for the FY 2023 Park Row Active Transportation Infrastructure Investment Planning Study (ATIIP) - Pct. 4 project.
end
Background and Discussion:
ATIIP is a discretionary grant program providing up to $44,550,000 million under this Notice of Funding opportunity for Fiscal Year 2023. Pursuant to Section 11529(l)(6)(B)(ii) of BIL, Planning and Design grants must be for projects that have planning and design costs of not less than $100,000. There is no maximum statutory award size for Planning and Design grants. FHWA expects ATIIP awards for Planning and Design grants to range between a minimum of $100,000 and an expected maximum of $2,000,000.
The FY23 Active Transportation Infrastructure Investment Program (ATIIP) grant aims to fund various projects across the United States that enhance the resiliency of on- and off-road active transportation infrastructure, protect the environment, and improve the quality of life in disadvantaged communities by delivering connected active transportation networks and expanding mobility opportunities.
The proposed project is a planning study for the 7.5-mile stretch of Park Row, aimed at developing comprehensive strategies to connect major trip generators in the area. These strategies are essential for enhancing multimodal safety, access, and connectivity throughout the corridor. The study will focus on ensuring active transportation connectivity through western Harris County along Interstate 10 by identifying capital projects and complementary policy recommendations. The final deliverable will be a detailed Plan that outlines and illustrates all recommended projects, provides cost estimates, identifies potential partnerships, and specifies implementation strategies.
Expected Impact:
The submission of this FY23 - ATIIP application for the Park Row Active Transportation Planning Study will enable Harris County to secure $400,000 in federal grant funding, supplemented by a local match of $100,000. This funding will be used to explore methods for ensuring active transportation connectivity through western Harris County along Interstate 10 by identifying capital projects and complementary policy recommendations.
Alternative Options:
If the County does not apply for the FY23 - ATIIP application for the Park Row Active Transportation Planning Study, the planning study may have to be implemented using full local funding.
