Request Summary (Agenda Caption):
title
Request by the Flood Control District for approval to accept from the U.S. Department of Homeland Security grant funds in the amount of $71,070, with no required match, for the FY 2024 Cooperating Technical Partners Special Project Initiative (Project ID Z100-00-00-P025, Countywide).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to accept, through a Cooperating Technical Partner (CTP) Grant, funding for outreach activities to support MAAPnext. MAAPnext is a grant funded effort to update the effective Flood Insurance Rate Maps, supporting data, and to enhance flood risk awareness across the county. Draft data was submitted to FEMA in January 2022. The release of the preliminary maps has taken longer than expected, and we are seeking additional grant funds to support the additional communication activities necessary as a result of this extended schedule. The anticipated federal share for the project is $71,070 with no local match.
Expected Impact:
This grant will support updates and maintenance of the MAAPnext.org website, of our stakeholder database, and help facilitate meetings with Commissioners Court member offices.
Alternative Options:
The alternative would be that when current funding is exhausted, the LOMR Review program would be suspended and LOMRs and CLOMRs in Harris County would be processed by the FEMA PTS contractors who do not have the benefits of our local knowledge of Harris County flood hazards, take longer to review cases on average, and are not accountable to Harris County leadership.
Alignment with Goal(s):
The alternative is to reduce MAAPnext communication activities.
