title

Request for discussion on proposed Flood Control District budgets for FY2025 and possible action concerning the 2024 Flood Control District tax rate.

end

Background and Discussion:

Based on past discussions at Commissioners Court on 4/23/24 (Item 489), 5/7/24 (Item 102), and 7/15/24 (Item 121) regarding deferred maintenance funding levels, the Flood Control District worked with the Office of Management and Budget to develop revenue scenarios for 100-year, 67-year, and 50-year infrastructure rehabilitation and replacement lifecycles. These scenarios include the projected cost of maintenance for new infrastructure investments through the 2018 Bond Program and the CDBG-MIT and CDBG-DR programs.

During the 8/6/24 meeting, the Flood Control District was asked to present the 100-year, 67-year, and 50-year infrastructure rehabilitation and replacement scenarios to address deferred maintenance for consideration and potential action by Commissioners Court.

Potential action may include adopting a maintenance and operations (M&O) tax rate in FY2025 that is at or above the VAR.

Expected Impact:

The adoption of a budget with funding supporting a 100-year, 67-year, or 50-year infrastructure rehabilitation and replacement scenario would provide a long-term, sustainable revenue stream to reduce or eliminate the deferred maintenance need across Flood Control District infrastructure. The allocation of additional funding would strengthen the Flood Control District’s level of maintenance on flood mitigation infrastructure assets across the county.

Alternative Options:

Alternative options are to adopt the FY25 budget at or below the voter approval rate and to continue to seek available efficiencies and/or additional opportunities to conduct maintenance activities at a level aligned to the allocated funding.
