Background and Discussion:

With funding provided by the Community Justice Assistance Division (CJAD) of the Texas Department of

Criminal Justice (TDCJ) and other aid, including funding from the County, the Department makes court-ordered-mental-health-and-substance-abuse services and residential care (Programs) available in the Department’s residential treatment facilities (Facilities).

These Programs are designed to divert misdemeanor and felony offenders (Offenders) from jail and prison by

addressing their mental health or substance abuse issues. The Interlocal Cooperation Act permits Harris

Health to contract with another governmental entity to perform any functions or activities that Harris Health is authorized to perform. The County requested that Harris Health assist the Department in staffing the

Programs and in arranging for certain ancillary services, including laboratory and pharmacy services,

(collectively, the Services). Harris Health is willing to assist the Department as described herein in exchange for

compensation of its costs from the County.
