Request by the Toll Road Authority for approval to submit an application to the U.S. Department of Transportation for grant funds in the amount of $25,000,000, with a required minimum match of 6,250,000, for the FY 2024 Passenger Ferry and Low-No Ferry Grant Program.

Background and Discussion:

On October 11, 2006, the Harris County Commissioner’s Court approved the Housing and Community Services Department (formerly CEDD) to become a Direct Recipient of the Federal Transit Administration (FTA) funds under the Urbanized Area Formula Fund.  The FTA has authorized support for public transportation passenger ferry services in urbanized areas.  The FTA 5307 has allocated $51 million for Passenger Ferry Program and $49 million for Low-No Ferry Program.

The proposed project for the Lynchburg Ferry operations will replace the two (2) 60-year-old diesel mechanical ferry vessels with three (3) diesel electric with battery ferry vessels.

Expected Impact:

Submission of this planned project application will allow Harris County Toll Road Authority to request $25,000,000 towards the total project costs in FTA grant funds which will effectively amount to a 50% if discretionary match is included.

Alternative Options:

To not apply for the grant and pursue the proposed project with 100% local funds.
