Request Summary (Agenda Caption):
title
Request for approval for the Transit Services Director and the County Attorney's Office designee to electronically attest to and execute the Federal Transit Administration 2024 Annual Certification and Assurances in the Transit Award Management System website.
end
Background and Discussion:
On October 11, 2006, the Harris County Commissioners Court approved the Community Services Department formerly CEDD to become a Direct Recipient of the Federal Transit Administration funds under the Urbanized Funding Formula. The Federal Transit Administration requires that each recipient of transportation funds must attest to and comply with the Certifications and Assurances annually as a condition to apply for new funds or draw down existing funds. The Harris County Community Services Department Transit Services Director and a Harris County Attorney's Office designee were assigned by the Federal Transit Administration in 2006 to execute annual Certifications and Assurances.
Expected Impact:
This permission to execute the Federal Transit Administration 2024 Certifications and Assurances is not a request for additional funding but to comply with federal regulations. Failure to attest to and execute the Certifications and Assurances within 60 days from federal publishing will result in freezing of current funding for reimbursement and the inability to apply for more Federal Transit Administration funding.
Alternative Options:
Failure to comply with acceptance and execution of the Certifications and Assurances would result in the County and or participating cities having to use General Funds for all the current transit projects. The other alternative would be to reduce or close the projects which would disenfranchise thousands of transit dependent residents that use public transportation.
Alignment with Goal(s):
_ Justice and Safety
_ Economic Opportunity
_ Housing
_ Public Health
X Transportation
_ Flooding
_ Environment
_ Governance and Customer Service
