Background and Discussion:

This request to continue funding support for the agreement will further an ongoing research collaboration with Prairie View A&M University to analyze soil and vegetation in response to various maintenance treatments around the federally threatened plant species colonies of Texas Prairie Dawn at the Willow Waterhole Detention Basin Compartment 4 (D512-01-00) that the Flood Control District was obligated to protect and monitor as part of the Project Brays Federal Project. This funding support will also enable the Harris County Soil and Water Conservation District to apply for state matching funds to promote ongoing soil and water conservation programs that support mutual interests of the parties.

Expected Impact:

The Flood Control District has allocated $20,000.00 in the Operation and Maintenance Budget for FY 2024-2025 to continue the partnership outlined in the Interlocal Agreement and this payment will contribute to funding the ongoing research and collaboration.

Alternative Options:

The alternative is to not renew this agreement and terminate work with the Harris County Soil and Water Conservation District No. 442, including ongoing research programs.
