Background and Discussion:

The Community Project Funding grant program promotes investments in communities to improve economic development initiatives such as public facilities and parks. The C.E. King Hike and Bike Trail project is identified as a recreational space for walking, biking, and hiking that includes a pedestrian bridge. Utilizing the CPF grant to complete the identified project would improve communities, sustain active well-being, promote green infrastructure, and boost local business. The grant award is for a total of $1,000,000 in federal funding and there is no local match. The overall construction cost of the project is estimated to be $4,600,000.

The agreement accompanying this award acceptance supersedes the agreement presented to Commissioners Court on September 18, 2025 as that version was not signed by the U.S. Department of Housing and Urban Development (HUD). HUD requested that the agreement presented herewith be executed in place of the prior agreement.

Expected Impact:

To create and expand safe pedestrian and cyclist infrastructure, to promote green infrastructure, and improve community and economic impact by attracting visitors and boosting local tourism.

Alternative Options:

If the project does not receive federal funds, the proposed project may have to be constructed with local funds.
