Background and Discussion:

On February 26, 2026, Commissioners Court unanimously directed Harris County Universal Services (HCUS) to work with OCA and OMB to develop the fiscal requirement for implementation of the countywide Enterprise Telematics Solution.

HCUS collaborated with OMB to develop the fiscal requirements as directed. HCUS seeks authorization to implement Telematics Enterprise Solution, a countywide operational initiative designed to improve efficiency, safety, and service delivery. The FY2026 cost of implementation is $370,000 for 3,600 vehicles and will be absorbed by the Fleet Fund. The remaining fleet will be completed in FY2027 with a total recurring cost projected to be $1,405,600. The projected cost is based on the pilot implementation cost. The annual recurring cost will be factored into the Fleet Fund Cost Recovery Evaluation effort that will occur simultaneously to ensure the resiliency of the Fleet Fund.

This request supports:

•                     Full system implementation

•                     On-site installation and configuration

•                     Training and adoption support

•                     Operational stabilization during rollout

Expected Impact:

Approval of this request will enable structured implementation across HCUS Fleet operations supporting 42 departments, four (4) Commissioner Precincts and more than 6,400 assets (1,615 conversions and 4,785 new installs) countywide over FY26 & FY27. Dedicated installation and training resources will ensure consistent deployment across maintenance centers, fuel and charging infrastructure, protect a $66.9 million operational budget, and support ongoing fleet modernization and EV expansion efforts, including progress toward the County’s 40% emissions reduction target by 2030. This investment strengthens operational accountability, reduces risk and liability exposure, and ensures workforce readiness for sustainable, data-driven fleet management.

Alternative Options:

There are no alternatives to the enterprise telematics solution. All reporting would have to remain manual entry.

The Court provided direction to move forward with telematics as a countywide fleet solution. HCUS will return at a future meeting with a revised agenda item that clearly defines the scope of the initiative, avoids vendor specificity, and ensures full alignment with procurement requirements and County purchasing standards.
