Background and Discussion:

On December 10, 2024, Commissioners Court approved a request to advertise for low-bid construction award for improvements to the Fort Bend Parkway (Sam Houston Tollway Segment 7) as part of the Barrier-Free Program.

On March 27, 2025, Commissioners Court approved a request for a contract award for $14,283,878.56 on the basis of low bid to MC2 Civil LLC for improvements to the Fort Bend Parkway (Sam Houston Tollway Segment 7) as part of the Barrier-Free Program.

MC2 Civil LLC was initially contracted to perform all civil work outside the tolling zone. After a strategic reassessment of contractor roles and efficiencies, the limits of the project for MC2 Civil LLC are proposed to be extended. This amendment will allow the contractor to assume full responsibility for all civil work within the extended limits, which include the 100-foot tolling zone.

Expected Impact:

This consolidates all civil construction activities within the project limits under MC2 Civil LLC, streamlining coordination, reducing risks, and improving overall project delivery. Another separate contractor will focus on tolling system installation and integration, while MC2 Civil LLC will manage all base and pavement work across the entire project footprint.

Alternative Options:

No other recommended solution for this identified need.
