Background and Discussion:

On March 27, 2025, Harris County and the Metropolitan Transit Authority of Harris County (METRO) entered Amendment 19 to an interlocal agreement for the provision of commuter bus services for one year between the Baytown Park and Ride, located adjacent to the San Jacinto Mall, to the Downtown Business District of Houston.

This service was developed to mitigate traffic congestion, promote regional coordination and reduce vehicle emissions along the Interstate 10 corridor. METRO provides this service at an incremental cost between the

San Jacinto Mall Park and Ride and the METRO Maxey Road facility. Amendments 2 through 19 have been

Approved annually and METRO wishes to continue this service another year.

Expected Impact:

The expected impact of the amendment is continued regional transportation coordination and reduction of traffic congestion. The fiscal impact for this item is anticipated to be $143,260.26 in Federal transit Administration 5307 grant funds.

Alternative Options:

Without the incremental cost component from METRO, Harris County would have to contract with another

provider and pay the full cost of service from Baytown to the Houston Downtown Business District or discontinue service altogether.
