Background and Discussion:

On January 9, 2024, Commissioners Court approved an Interlocal Agreement (ILA) with The Harris Center for Mental Health and IDD (THC) for services through the Community Assistance Referral Program (CARP) to mitigate the causes of misdemeanor nonappearance, as directed by the ODonnell Consent Decree.

 

Although a much smaller population, this ILA is also with THC for similar services through CARP for felony nonappearance, funded through the Safety and Justice Challenge grant from the MacArthur Foundation.

 

Expected Impact:

A decrease in nonappearance rates in the District Courts.

 

Alternative Options:

Do not approve the ILA.  Felony defendants will not receive services, and the grant funds will be disbursed in another manner.
