Background and Discussion:

On September 8, 2026, Commissioners Court directed Harris County Universal Services (HCUS) to assess the current processes for tracking Writs of Possession and develop recommendations for centralized electronic status tracking. The motion was intended to improve transparency and visibility from issuance through service and completion, provide more consistent status information, and improve coordination among the offices involved.

 

Expected Impact:

Consistent with the Commissioners Court directive, the goal is to establish a centralized electronic process for tracking Writs of Possession from issuance through service and completion. The effort seeks to improve transparency and visibility into the status of each writ, strengthen coordination among the offices involved, reduce manual status inquiries, and provide a more consistent and accessible way to track progress throughout the process. The preliminary roadmap and proposed pilot will identify the technology, integrations, operational requirements, resources, and costs necessary to move toward implementation.

 

 

 

Alternative Options:

Without the Court directive, there would be no coordinated countywide effort to assess and improve the tracking of Writs of Possession. Existing processes would likely continue to operate independently across offices, with limited centralized visibility into the status of a writ from issuance through service and completion. This could result in continued reliance on manual status inquiries, inconsistent information, and limited ability to identify delays or opportunities to improve coordination and transparency.
