Background and Discussion:
On January 30, 2024, Commissioners Court approved a pavement condition collection services contract with Fugro USA Land, Inc. asset collection services for sidewalks and ramps. Fugro USA conducted a countywide pavement condition survey of all county-maintained infrastructure, extraction of County assets, as well as load the data for the County’s Asset Management System (AMS), OpenGov|Cartegraph.
Fugro USA has completed the data collection and has submitted the pavement condition analysis and asset inventory for review. Harris County Office of the County Engineer and the Precincts are conducting a review of the data and providing comments to Fugro. Fugro used Ground-Penetrating Radar (GPR) as part of the pavement condition analysis and will provide training to OCE staff on retrieving and use the GPR data for on-going roadway construction and maintenance.
Harris County Commissioners Court authorized the contract with Fugro USA Land, Inc. on January 30, 2024 for the period of one year to January 29, 2025 with four (4) one-year renewal options. On November 12, 2024 Commissioners Court approved a contract renewal with Fugro for one year to January 29, 2026 and a budget amendment in the amount of $254,267. The current request is to renew the contract by one year, with no change in budget.
Expected Impact:
Extending the contract for another year will ensure Fugro has enough time to receive and respond to comments on the deliverables and provide training on the data.
Alternative Options:
Not extending Fugro beyond the end of the current contract will result in an incomplete product and inadequate training to use the information and data provided.
