title

Transmittal by the Flood Control District of a grant application submitted to the Texas Commission on Environmental Quality for grant funds in the amount of $566,620.71, with a required match of $377,747.15, for the Nonpoint Source Program (Clear Creek Watershed, Bond ID C-05, Project ID A500-08-00-W001, Precinct 1).

Background and Discussion:

The purpose of this transmittal is to apply for grant award funds from the TCEQ Nonpoint Source Program (NPS) program to fund the A500-08-00-W001 Floating Vegetated Islands Project in the Clear Creek Watershed. The goal of the Floating Vegetated Islands is to provide environmental stormwater quality benefits to the existing Stormwater Detention Basin Project (A500-08-00-E002). The Flood Control District plans to source the required local match ($377,747.15) from HCFCD staff time.

Expected Impact:

The objective of the A500-08-00-W001 Floating Vegetated Islands project is to enhance stormwater quality to the Clear Creek Channel, HCFCD Unit A100-00-00. If awarded, the TCEQ NPS grant will provide funding for installation of plantings, maintenance, and monitoring of the floating vegetated islands to improve stormwater quality.

The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

 Alternative Options:

The alternative is to not apply for the grant funding, wherein the project is not completed, or the project will need to be entirely funded with local funding.
