Background and Discussion:
On February 27, 2023, Harris County received notification of its jurisdiction's Fiscal Year (FY) 2023 allocations for the Office of Community Planning and Development's (CPD) formula programs: Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). The allocation amount in CDBG, HOME and ESG totaled to $21,465,932. On August 8, 2023, Harris County Commissioners Court approved the Community Services Department’s submission of the Program Year 2023 (PY2023) Annual Action Plan (AAP) beginning October 1, 2023, to September 30, 2024, to the U.S. Department of Housing and Urban Development (HUD). Then on August 10, 2023, Housing and Community Development, formally Community Services Department, submitted the PY2023 AAP to HUD for approval.
On September 7, 2023, Harris County received notification of acceptance and approval of the PY2023 Annual Action Plan (AAP) with the total amount of $21,465,932 in HUD Entitlement funds and transmitted FY2023 Grant Agreements for the CDBG, ESG and HOME Programs. On October 10, 2023, Commissioners Court approved of the total allocation of CDBG, ESG and HOME funds and authorization to execute the grant agreements. On October 17, 2023, the FY2023 Entitlement grant agreements were executed. The CDBG grant agreement stated the start date to begin expending funds and the start of the period of performance was March 1, 2023.
On January 24, 2024, HCD made a request to HUD to revise the FY CDBG grant term and period of performance start date to reflect Harris County’s program year start date of October 1, 2023. On January 31, 2024, HUD submitted a revised FY2023 CDBG Entitlement grant agreement revising the grant term start date from March 1, 2023, to October 1, 2023.
Expected Impact:
The Harris County Housing and Community Development Department seeks approval to execute the revised FY2023 CDBG Entitlement Agreement to align the grant term dates with Harris County’s Program Year. The alignment of HUD’s CDBG Entitlement grant will place our period of performance in alignment with Harris County CSD’s Program Year.
