Background and Discussion:
Burnett Bayland Park is in Harris County Precinct 4, on the west side of Houston, within Beltway 8 loop. The park sits at the intersection of Gulfton Street and Chimney Rock Road, bounded by Gulfton Street to the north, Chimney Rock Road to the east, Alder Drive to the west, and an extended park area to the south.
Covering approximately 40 acres, Burnett Bayland Park serves as a signature destination for Precinct 4 and will feature a new community center, event lawn, playground, multi-purpose courts, soccer fields, and additional amenities. The Phase 1A.1 Landscape Package includes the construction of a community garden, boardwalk, pedestrian bridges, soccer fields and pitches, and shaded structures.
This change consists of adjustments to existing bid item quantities and the addition of new bid items to the contract. These modifications result in 94 additional calendar days with no increase to the current contract value. The additional contract time is being provided to address schedule impacts associated with the extended design and submittal review process while ensuring the project is completed in accordance with the original scope and design requirements.
The proposed contract modification includes the following changes:
PCO #40 - Roofing Bent Plate Connections (RFI #57)
Cost: $36,750.00Time: Zero Days
The roofing supplier's engineer determined that the roof attachment connection points required to secure the roofing system were omitted from the original design documents. These bent plate connections are necessary for proper installation and performance of the roofing system. Because this work was not included in the original contract documents, the Precinct approved the additional cost to furnish and install the required connection points.

Additional paint is required to prevent material shortages during installation and to provide extra paint for future maintenance and touch-up work. The paint will be used for shade structure steel framing and the underside of the roof. The Precinct requested the additional quantity and approved the associated cost.

The lighting manufacturer identified discrepancies between the architectural and electrical drawings. Following coordination and verification, revised Type C lighting fixtures with increased lengths and additional mounting brackets were determined to be necessary to comply with the approved design. The Precinct reviewed and approved the additional cost.

PCO #43 - Metal Panel Widths (RFI #74)

To achieve the specified 5-foot finished panel width with clean factory-quality edges, the metal panel manufacturer requires the use of 6-foot-wide panels that will be field-cut to size. The manufacturer advised that factory edges are commonly rolled or damaged during production and recommends trimming a minimum of ¼ inch from each side. The approved cost includes $26,400 for the larger panels and $32,450 for overtime required to maintain the project schedule. The Precinct reviewed and approved both costs.

This change provides additional drainage systems, irrigation sleeves, and associated utility improvements for the Community Garden Shade Structures (CGSS1 and CGSS2), Soccer Pavilion (SPAV), and Mini Pitch Shade Structure (FSS). The work also includes landscape drainage improvements, additional concrete sidewalk turndowns at boardwalk transitions (Sides), and grade beams up to 3.5 feet deep along both sides of the boardwalk to provide the required structural support. The Precinct reviewed and approved the additional work.

PCO #48 - Roofing Weather-Tightness Warranty (RFI #62)

Section 07 42 16 - Standing Seam Metal Roof Panels was identified in the Project Specifications Table of Contents; however, the specification included in the original Project Manual was inadvertently duplicated from another section. Upon discovery of this clerical error, the correct Section 07 42 16 was issued in response to the RFI and is incorporated into the Contract Documents. The roofing system requirements, including the applicable warranty requirements, are established in Section 07 42 16. The omission of the correct specification section from the original Project Manual was an inadvertent clerical error, as evidenced by its inclusion in the Table of Contents. The subsequently issued specification corrected this omission and clarified the contract requirements. Providing the roofing system without the specified warranties is not consistent with the Contract Documents or Harris County Facility Guidelines. Therefore, warranty must be added. Compliance with the specified warranty requirements results in additional cost. The associated cost has been reviewed and approved by the Precinct.

The original contract required relocation of the existing Musco soccer field lighting. After removal, the fixtures were found to be damaged. Musco will not provide a warranty for reinstalled damaged fixtures. To provide a fully warrantable lighting system, the damaged fixtures and drivers will be replaced with new Musco equipment carrying a 25-year manufacturer warranty. The Precinct reviewed and approved the associated cost.

PCO #52 - Existing Bid Items Quantity Adjustment
Cost: ($334,700.65) Time: Zero Days
This change reduces the existing contract allowance to provide funding for the approved work included in PCOs #40, #41, #42, #43, #47, #48, #49 and #51. The reduction reallocates available contract funds to offset the additional construction costs, resulting in no net increase to the overall contract amount.

PCO #51 Additional work at Boardwalk Turn-Down Installation: (RFI#082)
Cost: $4,000.00Time: Zero Days
The lump sum change order amount includes all additional work required for the installation of the Boardwalk turn-down section, including additional concrete for the turn-down walls and additional Cement Stabilized Sand (CSS) required to achieve proper compaction (Face). Due to the restricted site conditions, the work area is located on a slope adjacent to the detention pond water’s edge, creating limited access and requiring additional manual material handling, including transporting materials by wheelbarrow. The request identifies additional costs associated with furnishing and placing cement sand at the interface between the concrete sidewalk and the boardwalk. This material is required to provide a stable transition, ensure proper installation, and maintain the integrity and durability of the connection between the two surfaces.

Expected Impact:
These contract modifications incorporate necessary design revisions, specification corrections, owner-requested enhancements, and additional construction work required to complete the project in accordance with the original design intent and Harris County Precinct requirements.
The reduction in the existing contract allowance under PCO #50 fully offsets the approved costs associated with PCOs #40, # 41, 42, #43, #47, #48, #50 and #52, resulting in no increase to the overall contract amount. Existing contract funds are reallocated to accommodate the approved work without increasing the contract value.
Additionally, PCO #50 provides a 94-calendar-day contract time extension to address schedule impacts caused by the extended design development and submittal review process, establishing a revised Substantial Completion date of September 30, 2026.
Collectively, these changes ensure the contract accurately reflects the required scope of work, maintains compliance with the Contract Documents and Harris County Facility Guidelines, and supports the successful completion of the Burnett Bayland Park improvements for long-term public use and community benefit.
Alternative Options:
The County may choose to either approve or deny the change. If it is not approved, the project will not be completed as intentionally designed.
