Background and Discussion:

Precinct 4 seeks approval to enter into a memorandum of understanding with the Texas Department of Family and Protective Services - Faith Based Community Engagement (FBCE) to deliver outreach and educational programs focused on preventing abuse and neglect among seniors, adults with severe disabilities, families, and the broader community. The programs emphasize safety, well-being, stability, early intervention, and supportive services for vulnerable children and adults.

The initiative is intended to reduce premature mortality, emergency hospitalizations, and social isolation by increasing access to preventative education and community resources. These services support improved physical and mental health, financial stability, and overall quality of life for older adults. The partnership expands access to health education and leverages community-based partnerships to serve senior constituents who may otherwise lack access to these resources. All services under the MOU are performed by the parties as independent contractors and do not create a partnership or joint venture.

Expected Impact:

The program is expected to enhance community safety and well-being by providing preventative education, multidisciplinary support, and case management services that address elder abuse, neglect, and financial exploitation. Anticipated benefits include improved health outcomes, increased safety and security, access to legal and guardianship resources, and long-term solutions that support independence for older adults.
