Background and Discussion:
The purpose of this MOU is to set forth the understanding between Harris County and the Federal Reserve Bank of Dallas (Dallas Fed), with its consultant, Avivar Capital. Dallas Fed, along with Avivar Capital, will support Harris County in its efforts to integrate and implement digital inclusion best practices in Harris County by sharing knowledge on alternative financing tools to fund and sustain community digital inclusion projects.
