Request for approval of a certain project, decreeing the project to be a public necessity and convenience, and directing the Harris County Real Property Division to acquire one (1) fee simple tract for the public project known as 3599 Westcenter Dr, (Tracy Gee Community Center) - Renovate Community Center - 2024, for the purpose of expansion of Tracy Gee Community Center, UPIN 24104MF3BB01, Precinct 4.

Background and Discussion:

Tracy Gee Community Center is currently used by constituents for programs such as exercise, art classes, seminars, children’s activities, and luncheons, as well as a place for those who need access to the Wi-Fi or study areas.  The center further offers opportunities for the public to reserve space for their HOA meetings, non-profit organizations, support groups, celebrations, and other various community activities. Precinct 4 also provides different services at the center such as immunizations, health fairs, election training, town hall meetings and voting location.

Currently Precinct 4 has over 150 non-profit groups and organizations that utilize the center for their meetings which can range from 10 - 120 people per meeting. On average, not including voting, Precinct 4 services around 4,000 constituents a month through programming and reservation groups at the center. Precinct 4 has increased its programming at the center by double in the last year and a half and has tripled the programming offered in years before that.

Tracy Gee Community Center will continue to grow and requires real estate to do so.

Expected Impact:

With the acquisition of this tract, Precinct 4 will be able to continue expanding the services offered at Tracy Gee Community Center for the benefit of Precinct 4 residents.

Alternative Options:

The target tract is contiguous to the Tracy Gee Community Center. Any other tract would require the Center to sever its services between campuses. The acquisition of this tract is vital to the continued expansion of the services offered at the Tracy Gee Community Center; without it, the growth of the services offered at Tracy Gee will be severely stunted.
